Joy Rodriguez is a licensed Professional Engineer in the State of Washington and holds LID Certification from the Washington State University-based program (2015). She received her Bachelor of Science degree in Mechanical Engineering with Cum Laude honors from California State University, Sacramento (2001). Joy's work in stormwater includes project delivery for stormwater-related projects including LID retrofits, stream restorations, and capital projects. Additional work includes NPDES-compliance activities and reporting including implementation of TMDL-related activities and plan development, collaboration on partnerships with local organizations and jurisdictions, public education and outreach, and management of grants she has received or capital projects and stormwater program elements.


Prior to the city, Joy performed as a Research Scientist in automotive accident reconstruction related to products liability litigation for seven years. Activities included research and analysis, report authoring and presentations on pedestrian, single- and multi-vehicle collisions related to products liability and roadway design. Analysis included:
