Summary
The City has implemented a new online permitting system, which will allow DPS staff to manage permits, code enforcement, and review planning documents all electronically. The software is called CityView, and it will streamline our permitting processes while also providing quality customer service.
Customers can use CityView’s Customer Portal to check the status of their applications, review staff messages, and pay for permits all using the software’s intuitive platform.
The new software replaces our existing permitting software, EDEN. Customer can take advantage of the software’s features, which will increase transparency and decreased permit turnaround times.
In 2018, the City began exploring options of converting its existing permitting systems into an all-digital online platform. The overarching goal was to find a software that could increase customer response, staff productivity, and data entry efficiencies. In September 2018, an RFP was issued seeking qualified vendors that would be able to provide a comprehensive online permitting system.
In Fall/Winter 2018, the City selected CityView from the list of RFP submissions. In 2019, DPS staff began working directly with CityView to start the initial phases of the software implementation, with a projected launch for 2020. However, due to COVID-19, the project was delayed. In 2021, DPS staff restarted the project, with a projected launch for December 2021.
On December 13, 2021 at 8:30 am, DPS launched the CityView Customer Portal. Post-launch, all permit applications will be accepted through this software.
What is CityView?
CityView is a community development and land management software system. The software allows City Planners to perform their duties more efficiently through one platform. Using the platform, staff can review documents, track projects, manage code compliance, and track inspections all with just a few clicks. CityView’s platform is used by hundreds of municipal governments across North America. You can learn more about the company on their website, www.MunicipalSoftware.com.
I am a developer/contractor. How will this impact me?
With CityView, DPS customers will now be able to submit their building applications conveniently through the Customer Portal. After submission, they can track their application status and respond to staff messages without the need to contact the City via phone, email, or in-person. Additionally, customers can pay for their permits within the same portal.
Moving forward, CityView will be the primary means of permit submissions through DPS. It is important that customers familiarize themselves with the software and create an account online. We understand that some customers may not feel comfortable, initially, using this new tool. Please contact us right away if you are experiencing issues with submitting your applications via CityView by calling our Permit Center at 253-864-4165. Additionally, we will have a kiosk in the Permit lobby, where staff can assist customers in setting up their CityView account.
Why is the City doing this?
The City identified this as a priority project back in 2018 and made it an objective within our Strategic Plan. The Plan contains four overarching Goals. They are Vibrant Economy, Safe Community, Livable & Healthy Community, and Organizational Excellence. Within the Vibrant Economy Goal is Objective 1.2, which states “Enhance development & permitting services through customer service improvements, optimized processes, and updated technologies.” Implementing CityView will help us achieve this important objective and bring us one step closer towards accomplishing the Goal of a Vibrant Economy.
How do I access CityView?
The CityView Customer Portal is available on the City’s website, www.CityofPuyallup.org. The portal link will become live on the City’s website starting December 13th at 8:30 am.
If this is your first time using CityView, you will need to create an account prior to submitting applications. The portal link should contain instructions on how to register an account. After setting up an account, you can then begin using CityView to submit applications.
Will the City have tutorials on CityView?
DPS staff have been trained on how to use the new CityView software and are available to assist you and answer questions about the platform. We’ll also have a kiosk at our front counter to help you get acquainted with the new software.

I am having trouble creating an account. Who do I contact to help me with my application?
If you are having issues with creating an account, please contact us as soon as possible. Please contact our Permit Center at permitcenter@puyallupwa.gov or 253-864-4165. If you are sending an email, please make sure to include “CityView” in the subject line so that our staff can help you more effectively.
I submitted an application through CityView. How do I track the status of my application?
Tracking your application status is easy. Just log into your account, scroll over to My Account, click on the link, and a list of your current applications should appear. Click on the application you want to see, and it will list its status.
If you have questions about your application status, you can contact DPS directly through the CityView portal. You can also email permitcenter@puyallupwa.gov , and we can assist you there. Please include your application number in with your inquiry along with “CityView” in the subject line.
I need an inspection done on my property/building. How do I use CityView for inspections?
Like submitting for a building permit, CityView allows customers to apply for an inspection with just a few clicks. Log into your CityView account, scroll to Inspections, and follow the instructions on how to apply. One of our DPS staff will contact you about the status of the Inspection Report.
