The Planning Commission will hold a public hearing on the following three items:
1) Consideration of two Open Space Tax Valuation requests. Open space tax valuation allows property owners to have their open space, farm and agricultural, and timber lands valued at their current use rather than at their highest and best use. The first request is for a 20-acre, RS-10 zoned property located in the vicinity of 19th Ave SE and 21st Street SE. The second request is approximately six acres of mostly General Commercial-zoned property located on the north side of East Pioneer immediately west of Shaw Road.
2) Consideration of the assignment of City zoning for the proposed Orchard Hill annexation area. Orchard Hill is an established subdivision on Fruitland Avenue which recently submitted petitions for annexation to the City. Planning Commission discussed this topic at the November 14, 2012 meeting. **This public hearing item will be moved to the January 9, 2013 agenda **
3) Consideration of proposed amendments to the City’s Municipal Code pertaining to the Puyallup Municipal Code (PMC), Titles 19, 20 and 21. Proposed amendments relate to side yard setbacks in the city’s RM-20 (multiple-family residential) zone district, preliminary plat approval timelines, processing and approval of Binding Site Plan applications, responding to comments submitted during environmental review comment periods and flood proofing of manufactured homes. Planning Commission discussed these items at meetings held on September 12, 2012, October 10, 2012 and November 14, 2012.
It is expected that the Commission will deliberate and forward a recommendation to City Council following the hearing.
Also included in this meeting will be a brief status update on "halfway house" regulations, including a review of applicable State laws and possible City code approaches. - The Planning Commission will not be holding a public hearing on the "halfway house" item at this meeting.
The Commission reviews and makes recommendations to the City Council regarding amendments to the Puyallup Comprehensive Plan, amendments to land use regulations in the Puyallup Municipal Code, and the assigned zoning for proposed annexations.
