Recommended Action
Approve and award a professional engineering services contract to KPG in the amount of $112,424.86 for the 7th Avenue SW (S Meridian to 7th Street SW) and Citywide Safety Improvements Project plans, specifications, estimates, environmental review, right of way acquisition, and associated services, and authorize the City Manager to execute the contract substantially in a form as approved by the City Attorney.
Background
The project includes safety improvements that would install a traffic signal at the intersection of 7th Avenue SW and 5th Street SW and provide safety improvements citywide to: improve conditions for pedestrians in crosswalks, improve traffic signal phasing, improve the visibility of intersections, increase intersection sight distances, re-channelize and restrict turn movements, and install traffic calming devices. A detailed project  list is attached.
 
Puyallup received a Federal safety grant of $900,000 for this project. The project is expected to be designed in 2013 and built in 2014.

Prior City Council actions include:

On June 19, 2012, the City Council accepted the $900,000 Highways & Local Programs (H&LP) grant from the Washington State Department of Transportation through the Federal Highway Safety Improvement Program.

On July 17, 2012, the City Council held a public hearing considering the adoption of the City's Revised Six-Year Transportation Improvement Plan (TIP) for 2013-2018, which included the 7th Avenue SW (S Meridian to 7th Street SW) and Citywide Safety Improvements project. The project is item number 7 on the adopted 2013-2018 TIP (summary attached).
Summary of Proposal
Under this proposal, the City Council will approve and award a professional engineering services contract to KPG in the amount of $112, 424.86 for the 7th Avenue SW (S Meridian to 7th Street SW) and Citywide Safety Improvements Project.

The consultant's scope of work includes preparationof plans, specifications, and estimates; environmental review; and assistance with right-of-way acquisition. This design work is expected to be completed in 2013.
Alternatives/Options
In February 2013, a request for Statement of Qualifications (SOQ) was published in the Puyallup Herald and the Daily Journal of Commerce, soliciting qualifications from consultants to provide design engineering and associated services for the 7th Avenue SW (S Meridian to 7th Street SW) and Citywide Safety Improvements Project. Four engineering firms responded and submitted statements of qualifications. As a result of the review of statements of qualifications, evaluations and selection process, KPG was determined by staff to be a firm whose expertise, resources, quality of design work, efficiency and experience best meet the needs of the City for this project.

There is no City match required for this project. Once these citywide safety improvements are completed, the City will need to maintain any new infrastructure associated with the project.

The total project budget is $900,000 of which the consultant's engineering fee is estimated to be $112,424.86. The remaining budget will be used for right-of-way acquisition and construction.
