Recommended Action
Conduct a public hearing and consider first reading of an ordinance adopting a privately-initiated Comprehensive Plan map amendment, including associated rezone.
Background
The Growth Management Act allows local jurisdictions to amend their Comprehensive Plan once each year. In Puyallup, proposed  amendments are first reviewed by the Planning Commission, with recommendations forwarded to the City Council for final action. Each year, Puyallup accepts applications for privately-initiated amendments to the Comp. Plan map or text. In 2013, we received a single application, proposing to change the Comp. Plan map designation, with associated zoning, for a property on the east side of Shaw Road north of East Pioneer (Van Lierop property).    

The Planning Commission had multiple study sessions earlier this year to review this proposed amendment, culminating in public hearings on July 10th and July 24th. A staff report is attached which summarizes this proposed map amendment, including the Planning Commission recommendation to City Council. The application, map, and minutes of the Planning Commission's public hearings on this subject are included as attachments. The minutes from the Planning Commission's public hearings document the Commission's deliberations leading to its vote (3-2) to not recommend adoption of this requested map amendment.
Previous Actions (Discussions/Presentations)
The City Council-endorsed Planning Commission work program for 2013 includes this Comprehensive Plan amendment cycle. The attached staff report includes a background on the zoning history for the vicinity of this requested amendment.
Summary of Proposal
During the 2013 Comprehensive Plan amendment cycle, the City Council will consider one privately initiated map amendment. The attached staff report summarizes this map amendment and includes required decision criteria, analysis of findings, Planning Commission recommendation and staff recommendation.
Alternatives/Options
The Planning Commission has forwarded its recommendation to the City Council on the proposed amendment. The City Council, upon conclusion of the public hearing, has the option of accepting, rejecting, or modifying the Commission's recommendation on any item.
