Background
Management of the overgrown elodea in Clarks Creek has been ongoing for more than 20 years. In 2012, a task force comprised of staff, Councilmembers, citizens, regulatory agencies and other interested organizations worked together to develop solutions to the problem. The goal was to find sustainable solutions that would reduce the overall presence of elodea and sediment in Clarks Creek, improving the health of the creek.

The Diver-Assisted Suction Harvesting (DASH) method was identified as both a short- and long-term solution to elodea, which contributes to sediment deposition in Clarks Creek. This year, the City initiated a full-scale DASH project in the three-mile elodea management area (from 12th Avenue SW in Puyallup to the 56th Street East bridge in Pierce County) with financial and task-specific support from Pierce County.

The 2013 project included direct elodea management as well as rock removal. The rock removal task addressed rocks which had accumulated below the Stewart Avenue and 56th Street bridges. Over the years, these rocks had been pushed down from the shore by vandals, creating mounds in the middle of the creek channel. The rock removal project was designed and inspected by Pierce County. The rock removal task was successfully completed on August 1 (56th Street E) and August 3 (Stewart Ave E), removing approximately 35 to 45 cubic yards of material. The removal of this material greatly enhanced the flow of the creek at these locations.

The 2013 elodea management portion of the project was designed to prioritize work on the heavier-growth areas of the creek during the available fish window (typically June 15-August 1). Two bid alternates were planned under which mechanical cutting or the DASH method would be used to complete the remaining areas after the first priority target areas were completed. 

During the project, both citizens and the Puyallup Tribe were complimentary of the rate of progress and effectiveness of the DASH removal method. Due to the significant increase in removal effectiveness, the Tribe allowed work to continue up to August 14, just prior to its hatchery release. Additional coordination with WDFW extended the in-water work window for 2013, allowing sufficient time for the contractor to complete DASH in the entire three-mile management area.

With DASH completed in the full management area this year, it is expected that elodea regrowth in 2014 will be substantially less. The City anticipates that less effort for DASH removal will be required next summer and that subsequent years should see less and less elodea presence. Beginning in 2015, it may be possible, depending on regrowth rates and volume, to skip elodea management efforts for one or more years.

The City continues to implement other projects identified by the 2012 Clarks Creek Task Force to support the reduction in sediment loading to Clarks Creek as well as add shade to the creek. These efforts will support reduction of elodea and improve water quality in the creek.

The Council-approved contract amount of $105,571 included the base bid amount for DASH in the target areas and rock removal tasks. Two alternate bid items had been prepared in the planning of this project. On July 11th, a progress assessment was conducted to evaluate the contractor's performance and rate of progress and to determine which of the two alternative bid items to award (Alternate A would complete the remaining areas of the creek with the DASH method while Alternate B would complete the remaining areas of the creek by mechanical cutting). While DASH was the preferred method for elodea management, mechanical cutting was held as an option if there was not enough in-water time to complete the work using DASH. Mechanical cutting, albeit conducive to regrowth, can be completed faster than DASH.

On July 11th, the City awarded the contractor alternate bid item A for DASH work in the remaining areas of the creek due to the faster than expected rate of progress accomplished.

One change order implemented during the project provided for DASH weed removal in the area of the creek that was originally scheduled for the sediment removal demonstration project, but which was postponed to 2014. Additional change orders were approved to account for changes in conditions experienced in the creek including significant decaying layers of elodea beneath the current-year growth.
