Recommended Action
This agenda item provides an overview of the recommendations from the Task Force on Homelessness for the Council's consideration.   
In response to feedback from community members and businesses earlier this year, the City Council established a task force on homelessness for the purpose of reviewing five specific directives:
  1. What are the current impacts of chronic/adult homelessness to various sectors of the community?
  2. What services are currently provided for homeless adults within the City of Puyallup, and do they include resources for substance abuse, mental health, etc.?
  3. In what ways could current homeless programs be changed to reduce impacts?
  4. Are there untapped partnerships that could decrease negative impacts?
  5. Should the current 48-hour exemption in the encampment ordinance be revisited and/or should other code amendments be enacted?
Previous Actions (Discussions/Presentations)
In the course of forming their recommendations, the task force held four work sessions and two public hearings.  They requested and received data on the following:
  • Available food, shelter, and mental health resources;
  • Freezing Nights program operations;
  • The City's temporary encampment ordinance; 
  • Estimates on the numbers of individual homeless adults in Puyallup;
  • Best practices in other cities; and
  • Impacts to neighbors, businesses, the Library, the Puyallup Activity Center, Good Samaritan Hospital, and Puyallup Police Department. 

This is the first presentation of the task force recommendations to the Council.
Summary of Proposal
The task force made recommendations for each of the five directives given by the City Council.  They are outlined in the attached document. 
At this time, the Council may direct the City Manager to return with a proposal of how to implement some or all of the recommedations made by the task force.

Alternatively, the Council may give further direction for the task force's consideration, or choose to take no action on the recommendations.
