Recommended Action
Approve a resolution that adopts new guidelines for the use of lodging tax revenue, and authorizes the City Clerk to implement changes required by state law.
Background
This year, the Washington State Legislature changed the application and award requirements for lodging tax revenues.  The changes are reflected in the attached excerpts of RCW 67.28.1816 and RCW 67.28.080.

Applicants for lodging tax revenues now must provide estimates of how any moneys received will result in increases in the number of people traveling for business or pleasure on a trip.  After the funds are received and used, recipients must submit a report to the City describing the actual number of people traveling for business or pleasure on a trip.

The award process has also changed.  Puyallup’s lodging tax advisory committee will select candidates from amongst the applicants applying for use of revenues.  The committee will provide a list of such candidates and recommended amounts of funding to the City Council for final determination. The City Council can choose only recipients from the list of candidates and recommended amounts provided by the lodging tax advisory committee.

The proposed new Lodging Tax Guidelines (see attached) explain: who can use lodging tax revenues, what such revenues may be used for, the information required from applicants, how recipients will be selected, and the statutory reporting requirements for lodging tax revenues. It also defines relevant terms.
Previous Actions (Discussions/Presentations)
The current  Hotel/Motel Tax Funding Guideline were adopted by the City Council in 2000. These guidelines must be updated to conform with the changes implemented by ESHB 1253.
