Recommended Action
Award a contract to Realm, Inc. in an amount not to exceed $40,478 for construction of the Landfill 'A' Gas Header (pipe) Replacement project, and authorize the City Manager to execute the contract substantially in a form as approved by the City Attorney and amend the budget as required.
Background
Landfill ‘A' is located in the northeastern corner of the city near the Riverside Apartments and the Puyallup River. Approximately three acres in size, the landfill operated between 1948 and 1976 and was used for the disposal of municipal solid waste generated by residents of Puyallup, Sumner and Pierce County.
 
In 1990, the City constructed an underground gas extraction system within the limits of Landfill ‘A’; the collected gas was conveyed to a flare station for combustion. Over the course of time, the amount of gas being collected in the extraction system was so small that the flare is no longer used. Any collected gas is now discharged directly to the atmosphere.

In 1998, the City supplemented the gas extraction system with a positive-pressure trench piping system. This system maintains a low, positive pressure within the pipe trench in an effort to prevent future gas migration towards the Riverside Apartment Complex.
 
In 2006-2008, environmental and geotechnical investigations were conducted by Investco Financial Corporation in conjunction with Investco’s proposed expansion of the Riverside Apartment Complex. Based on these studies, the methane levels detected adjacent to the proposed apartment buildings were considered to be very low and did not require additional mitigation measures.
 
Over the course of decades, various test pits, monitoring wells, and gas probes have been installed in Landfill ‘A’.  Quarterly routine monitoring of the installed gas probes is conducted by both the City and Tacoma-Pierce County Health Department.
 
This project will remove and replace portions of the positive-pressure trench piping system installed in 1998. Due to ongoing decomposition of the landfill debris, the piping system has shifted, resulting in low spots that collect condensate which interferes with the function of the positive-pressure gas migration system.

Summary of Proposal
The city solicited bids from all companies listed on the Municipal Research and Services Center (MRSC) Small Works roster in accordance with the public works laws of Washington State. Two firms submitted bids for the project as shown on the attached bid tab. Realm, Inc. was determined to be the lowest responsive and responsible bidder.

This project is not in the 2013 capital project for the sanitation fund. However, the ending fund balance for 2012 was $289,942 and the projected ending fund balance for 2013 without this project is $203,735. The sanitation fund can pay for this project without jeopardizing the health of the fund.
