Recommended Action
Approve the purchase of a new stormwater vactor truck in an amount not to exceed $375,000, and authorize the City Manager to sign the agreement in a form as approved by the City Attorney.
Background
The stormwater vactor truck was purchased in 2002 and assigned a five-year life. During the 2007 budget process, Fleet and Collections Division staff evaluated the truck and determined its life could be extended two more years. Similarly, during the 2009 budget process, it was recommended to extend the truck's life one more year. In 2010, both the stormwater vactor truck and the sanitary sewer vactor were on the equipment replacement list; however, all vehicle replacements were put on hold due to the economy. Although the stormwater vactor truck was shown for replacement in 2012 in the Tier II capital budget, there were insufficient 2012 Tier II funds to purchase it. In the 2013 budget, the truck replacement is being funded from the ER&R fund for $375,000.

The stormwater vactor is used on a daily basis to keep the City's storm system clean so it will operate efficiently and we will meet the requirements of our NPDES permit. Since we first extended the life of this vehicle in 2007, the city has spent $60,892 in repairs and maintenance. 

This vehicle will be purchased through the Washington State bid. The current truck will be traded in.
Previous Actions (Discussions/Presentations)
Replacement funds for this truck were contained in the Council-adopted 2009-2010 biennial budget for purchase in 2010. It was not purchased at that time as all equipment replacements were put on hold due to the economic downturn.

The replacement was then included in the Tier II capital program of the Council-adopted 2012 budget; however, insufficient funds were available to purchase it in 2012.

The truck shows in the ER&R capital fund in the 2013 budget.
