Recommended Action
Approve and accept the work completed by Pacific Coast General Inc. to construct the 7th St SW Water Main project.
Background
This project was identified as the highest priority in the proposed distribution system improvement section of the City's draft 2010-2016 Water Comprehensive Plan. This standing was due to a history of more than eight breaks in the past few years, caused by improper bedding of the cast iron pipe at the time it was installed. The water main was very likely to continue to repeatedly fail, and with each new break, the high pressure water main posed a public health and safety hazard. Additionally, the old main was undersized,  did not provide adequate fire flow, and had a gap of approximately 150 feet at its north end, all of which has been resolved through this construction project.     

Pursuant to the public works laws of Washington State, the city sought competitive bids for this project. Twelve firms submitted bids. After staff review, Pacific Coast General, LLC was determined to be the lowest responsive and responsible bidder.
Previous Actions (Discussions/Presentations)
On June 7, 2011, Council awarded a contract to KPG, Inc. for the 7th St SE Water Main Design Project.

On November 27, 2012, Coucnil awarded a contract to Pacific Coast General for construction of this project.
Summary of Proposal
All work, materials, and measurements have been in accordance with the provisions of the standard specifications and special provisions for the type of construction involved. Upon Council approval, a one-year warranty period will commence.
