Recommended Action
Approve a Traffic Maintenance Services agreement with Pierce County in an amount not to exceed $85,000, and authorize the City Manager to sign the agreement in a form that has been approved by the City Attorney.
On March 20, 2012, Council awarded Road Runner Striping Inc. a contract for centerline striping and pavement marking in 2012 and 2013. Earlier this year, staff was notified that Road Runner Striping Inc. was ceasing operations. Staff then contacted Pierce County, which expressed interest in performing this work for the City at a projected cost of approximately $0.07 to $0.09 per lineal foot. In comparison, WSDOT's unit bid analysis shows the average low bid for such work in the Northwest region to be $0.16 per lineal foot (May, 2012 to May, 2013).

In addition to providing for centerline striping, the agreement provides the City the option of contracting for other maintenance services such as back-up for traffic signals and street lighting.

The agreement would run through December 31, 2016. Any of the services contracted for would be at the City 's option.

On March 20, 2012, Council approved a two-year contract with Road Runner Striping for centerline striping and pavement marking in an amount not to exceed $348,000.
Summary of Proposal
Staff recommends that Council approve the agreement with Pierce County in an amount not to exceed $85,000.

An alternative would be for Council to direct the preparation of a bid document for the 2013 centerline striping, request formal bids be submitted, and select the lowest qualified bidder.
