Recommended Action
Authorize the grant easements to Qwest (dba Centurylink) and Puget Sound Energy (PSE) to facilitate the undergrounding of overhead utilities on 3rd Street SW, and further authorize the City Manager to execute the easements in a form that has been approved by the City Attorney.
Background
The construction contract for the 3rd Street SW Improvements project was awarded by the City Council on April 9, 2013. A favorable bid climate combined with additional grants funds allowed the two bid alternates involving undergrounding utilities to be awarded, and overhead utility wiring will be transferred into underground conduit located mostly within the 3rd Street SW right-of-way.  At several locations outside of the right-of-way, easements must be granted to Qwest and Puget Sound Energy to provide space for below-ground vaults containing telephone equipment or electrical transformers.
Previous Actions (Discussions/Presentations)

On September 25, 2012, Council authorized the consulting contract for the project to AHBL.

On October 16, 2012, Council authorized entering into a project design agreement with Puget Sound Energy to begin the design of converting 3rd Street SW overhead power lines to underground facilities. 

On April 9th, 2013, Council authorized the construction contract award to Stan Palmer Construction.

Summary of Proposal
The three easement documents, one for Qwest and two for PSE, are for easements located on City-owned properties on the west side of 3rd Street SW.  The proposed easements are located in landscaped areas of the AOB parking lot and at the Public Safety building.  A map showing the location of the easements is attached.
Alternatives/Options

The underground vaults are too large to be located between the curb and right-of-way line. The easements are located on City property adjacent to the right-of-way, and will facilitate ease of access for operation and maintenance.
