Recommended Action
At your meeting on April 16th, you asked city staff to return with a more detailed proposal for a taskforce on the impacts of adult homelessness in the City of Puyallup.  The attached proposal calls for five taskforce members (a tight core), bi-monthly regular meetings for public input, worksessions for the Task Force as needed, a tightly drawn scope of work, and a short timeline to a final report(July 9th). The regular meetings would be facilitated. The desired action tonight would be for Council to make adjustments to this propoal if needed and authorize staff to proceed with the appointment of Task Force members and convening of the process.
City departments and citizens have reported community impacts related to individual homeless adults that often fall into the category of "chronically homeless." The Freezing Nights program has been pointed to as a causal factor in the increase in the number of "chronically homeless" in Puyallup. The Task Force will be charged with making recommendations to mitigate the negative impacts on the community of chronically homeless.
Previous Actions (Discussions/Presentations)
Discussion took place at the March 25th City Council Study Session, and additional direction was given at the Council's April 16th Meeting. 
Summary of Proposal
The attached proposal could be adopted as the framework for moving forward to investigate the "chronically homeless" issue in Puyallup.
The City Council has committed to using a Task Force approach. Staff have not offerred other alternatives.
