Purpose of Discussion

The worksession on January 15, 2013 included a discussion of utility rates and system development charges. There was much good discussion on budgeting for utilities, utility rate structure, funding capital projects, use of debt, and appropriate system development charges. One of the outcomes was a decision to equalize utility rates inside and outside the city limits. The hope of staff was to be able to memorialize policy level statements which would guide future actions on these subjects.

The focus of this worksession item will be a draft Resolution "Establishing a Policy Framework for Adjustments to Utility Rates and System Development Charges."
Alternatives

This study session anticipates moving toward a more formal process and methodology for determining the appropriate time to make rate and SDC adjustment decisions.

An alternative would be to revisit the HDR Reports and perhaps engage the consultants in a discussion of the same subject.

A third alternative would be to address rate and SDC charges during the budget process.
Recommended Future Action

A potential outcome could be direction to staff to schedule the Resolution Establishing a Policy Framework for Adjustments to Utility Rates and System Development Charges on a regular Council meeting Agenda for further discussion and public input.
