Recommended Action
Authorize City Manager McDonald to fill a 1.0 FTE Property and Facilities Manager in 2013.
Background
Through the recent budget process, the need for an employee to manage the current maintenance, use, acquisition, and possible disposal of all city property and facilities became evident.
Previous Actions (Discussions/Presentations)
While there were elements of a comprehensive maintenance program within the Parks and Facilities Manager job classification under a former organizational structure, the proposed position is more comprehensive and robust to include an overall responsibility for all aspects of management of properties belonging to the city.

Discussion of a position with this typle of portfolio was an outcome of the budget process and of the first Council's Strategic Planning meeting.

When presented as a City Manager recommendation during the February 26, 2013 special council meeting, the Council showed suppport for this position.

Summary of Proposal
It is essential to be able to demonstrate to the public that the City is accountable for asset management. The draft job classification for the position of Property and Facilities Manager contains a responsibility level which, when implemently properly, will save the city money through a compresensive asset management approach. Full life cyle planning will ensure that the city maximizes the value and extends the life of City-owned properties and buildings and has a rational for new buildings and for disposing of facilities and property.

Do not hire a Property and Facilities Manager and task existing staff to oversee asset management.

This position could be funded using available monies from unfilled director level vacancies allocated within the 2013 budget. Of those available funds, this position would use less than $120,000 in 2013 at non-represented pay grade 14.
