Recommended Action
This is a status report on progress made addressing issues of readiness in the Emergency Management Division. It is also an opportunity to more formally introduce Bob Bartro who has served as our Director of Emergency Management on a temporary basis since August.
Background
The Emergency Management Division is a function within the City Manager's Office. The City Manager has direct responsibility for the readiness of the emergency response organization. The operational structure for emergency response uses predominantly city employees supplemented with outside agency staff and volunteers. Since July of 2013, the City has had a contract for services with Pierce Councty Emergency Management.

A review of the Emergency Management issues last July identified several important priorities:
  • Contract with the county to reduce duplication, increase efficiency and draw on their experience;
  • Immediately improve training for emergency response teams to ensure their readiness and confidence;
  • Identify real staffing needs as opposed to rolling forward with the historic staffing profile;
  • Focus our internal resouces on organizational response and rely on the county for citizen training programs; and
  • Piggyback on county technological resources for emergency management.
Previous Actions (Discussions/Presentations)
  • The previous director retired in June 2013 and the coordinator resigned in July 2013
  • A contract with Pierce County's DEM was approved in July 2013
  • The Interim Director started in August 2013
  • A "scan report" on the condition of the division was presented to the Council in September 2013
  • Budget presentation and priorities presented to the Council in October 2013
Summary of Proposal
This is a status report on the progress that has been made bringing our Emergency Management organization into a condition of readiness.
