Recommended Action
Accept a WSDOT Safe Routes to School grant in the amount of $210,000 for crosswalk improvements adjacent to Meeker Elementary, Stewart Elementary, and Aylen Junior High Schools.
Background
This project will add street lighting and pedestrian-activated rapid flashing beacons to improve the crosswalk compliance rate. It will also upgrade existing curb ramps to meet current ADA standards in the following locations: the existing marked crosswalk along 5th Street SW north of 5th Avenue SW (Meeker Elementary); a relocated (approximately 25’ south) marked crosswalk on the south leg of the intersection of 5th Street NE and 4th Avenue SE (Stewart Elementary); and the existing marked crosswalk on the west leg of the intersection of West Pioneer Avenue and 15th Street SW (Aylen Junior High).

The project will also facilitate walk-to-school events and educational curricula for students to promote safe walking and biking to school practices.

Finally, some of the funding will be used to provide patrol emphasis on speeding and crosswalk violations year-round, with extra emphasis during the beginning of the school year and when students return from school breaks.
Previous Actions (Discussions/Presentations)
Public Works staff worked closely with the Police Department and the Puyallup School District to develop mitigation measures to enhance the existing crosswalks at the three schools.

On July 17, 2012, the City Council held a public hearing on the City's Revised Six-Year Transportation Improvement Plan (TIP) for 2013-2018, which included city-wide safety improvements such as pedestrian-activated flashing beacons, street lighting and curb ramp upgrades. This project is item number 7 on the adopted 2013-2018 TIP (summary attached).
Summary of Proposal
Under this proposal, the City Council will accept a Safe Routes to School grant in the amount of $210,000 for crosswalk improvements near Meeker Elementary, Stewart Elementary, and Aylen Junior High Schools. The funding is subject to approval by the 2013 legislature. This project is 100% grant-funded and does not require a local match.
Alternatives/Options
Council could choose not to accept the grant at this time; however, there is no guarantee that such funds would be available in the future.
