Accept the construction contract for the 8th Ave NW LID Retrofit project as complete.
Background
The 8th Ave NW LID Retrofit project addressed stormwater issues in the project area following homeowner input and support. The project will now serve as a demonstration and reference site for developers as future regulations begin to require low impact development (LID) practices.

The project replaced the existing roadway with porous asphalt, constructed rain gardens in the right-of-way between the roadway and sidewalks, and replaced the existing sidewalks with pervious concrete and permeable pavers - making the entire project area 100% infiltrating. Designs for the rain gardens were guided by homeowner input, and mirror the successful 2009 installation of the City's first rain garden cluster along this same block.

Stormwater issues in the project area prior to the retrofit were related to the lack of stormwater infrastructure which left water pooled on and alongside the roadway. Additionally, homeowners in the area expressed considerable concern regarding speeding vehicles in the neighborhood. A side benefit of retrofitting this road utilizing LID techniques is that it provides traffic calming through the site.
Previous Actions (Discussions/Presentations)
On January 18, 2011, the City Council accepted a Department of Ecology Stormwater Retrofit grant in the amount of $324,080 for this project.

Following  completion of the design phase and public bid for construction in September 2012, Council authorized the award of a public works contract to the lowest responsible and responsive bidder on October 2, 2012. The contract was subsequently executed with the low bidder, RS Underground, Inc. on October 12, 2012.
Summary of Proposal
All work, materials, and measurements have been in accordance with the provisions of the standard specifications and special provisions for the type of construction involved. Upon Council approval, a one-year warranty period will commence.

Funding for this project included Stormwater Utility funds matching a Washington State Department of Ecology Stormwater Retrofit and Low-Impact Development Grant in the amount of $324,080 which was awarded to address stormwater issues in the 8th Avenue NW neighborhood.
