Recommended Action
Accept a Washington State Department of Ecology 2013-15 Biennial Municipal Stormwater Capacity Grant in the amount of $170,000, amend the budget and capital plan as appropriate, and authorize the City Manager to execute the grant funding agreement in a form substantially as approved by the City Attorney.
Background
The City has been awarded a Washington Department of Ecology Capacity Grant to support implementation of the NPDES Municipal Stormwater Permit. Funds awarded under this grant may be used to support specific permit requirements such as public education & outreach and implementation of the stormwater management program.  In addition, Ecology is awarding funds to support planning and pre-design of a stormwater project supporting water quality improvements. Based on the grant-allowed activities the following projects have been identified for use of these funds:
   
   (1) 2015 Stormwater Calendar and Rain Garden Program   
   (2) LID Code Change Gap Analysis
   (3) WSU LID Frontage Improvement Project, Pre-Design of Phase 1

Implementation of Education & Outreach activities to meet permit requirements have typically been funded by grant monies, including past Capacity Grants. This grant will fund the 2015 Stormwater Calendar Program which outreaches to school-aged children to provide stormwater education - a curriculum topic not currently included in Puyallup Schools. This specific outreach audience is identified in the 2013-2018 Stormwater permit. These grant funds will also support continuation of the City's Rain Garden Program, installing rain gardens, permeable pavements, and rain barrels in cost-share with Puyallup homeowners.

The current Stormwater Permit requires integration of Low Impact Development into local code for planning, development and re-development. To determine the code revision/creation needs, an analysis of existing code must be completed. The City has contracted with an on-call consultant to complete the analysis. This Ecology Capacity Grant will back-fund this project.

The City is partnering with WSU-Puyallup to develop a phasing plan and seek grant funds for construction of the WSU LID Frontage Improvement Project. As a gateway to Puyallup, this area of town will serve as a highlight of the City's achievements in LID, the partnership with the university to advance available data for LID implementation, and provide additional demonstration to developers and contractors for the development requirements that will soon be part of City code. This grant will fund the development of 90% plans for Phase 1, and part of Phase 2 of this project.

Combined, these projects will help the City achieve requirements under its 2013-2018 NPDES Stormwater Municipal Permit.

These grant funds will support implementation of the City's NPDES Municipal Stormwater Permit including permit-required activities related to education & outreach, LID code change, and implementation of projects that support stormwater management including reduction in untreated stormwater runoff and flow control measures.

The City Council is being asked to accept a Department of Ecology stormwater grant to support implementation of the NPDES Municipal Stormwater Permit including permit-required activities.
Alternatives/Options
This project will support implementation of the NPDES Municipal Stormwater Permit thereby supporting water quality improvements protecting our waterways. There is no requirement for matching funds on this grant.
