Recommended Action

Approve an interagency agreement with Washington State University in the amount of $14,884 to partner in carrying out terms of the Clarks Creek Outfall Retrofit; authorize the City Manager to execute the contract agreement, said agreement to be  substantially in a form as approved by the City Attorney; and ratify and confirm all acts taken prior to the approval of this motion that are consistent with the intent and purpose of the same.

Background
The Outfall Retrofit project will design and construct water quality treatment devices at several stormwater outfalls on Clarks and Meeker creeks through a Washington Department of Ecology grant that was awarded to the City in 2013. This project supports overall water quality improvements in Clarks Creek, addresses Total Maximum Daily Load (TMDL) implementation activity requirements, and was identified by the Clarks Creek Task Force in 2012 as a long-term solution to supporting sediment reduction in Clarks Creek.

This agreement with Washington State University will provide support to the project including sharing of existing water quality data for the creeks, completion of field assessment and evaluation of outfalls, and review and compilation of other data sources for water quality that will support selection of outfalls for retrofit.

The City was awarded a stormwater grant by the Washington State Department of Ecology in the amount of $551,000 which was accepted by Council on 01/08/2013. This grant will fund the selection, design, and construction of at least six outfalls with treatment devices.
Summary of Proposal

Alternatives/Options
The agreement with WSU will provide field support and data to complete the outfall retrofits. Options for Council include:

-Approve the interagency agreement with WSU, providing access to field support and data for the project; or
-Deny the interagency agreement and thus not allow access to field support or data for the project.
