Recommended Action

Approve and award a contract to Bruce Dees & Associates in an amount not to exceed $67,770.00 for design of plans and specifications for the Pioneer Park Recreation Upgrades, and authorize the City Manager to execute the contract substantially in a form as approved by the City Attorney.

The existing wading pool in Pioneer Park, while very popular, does not meet current Health Department requirements. In addition, the park's playground structure does not meet current safety requirements and has reached its suggested replacement age. This project will replace the wading pool and play structure with upgraded facilities which will better serve the needs of the community and meet current code and safety standards.

As part of the design process, an evaluation of the available resources,  cost analysis, and code requirements will be completed to determine if the existing wading pool can be retrofit or if the new spray park should be relocated in the park area. Replacement of the wading pool with a spray park feature will reduce on-site staffing needs during operation of the park, as well as provide an updated recreation feature for Puyallup. 

The design process will continue to seek input from the Park, Recreation and Senior Advisory Board through progress reports as well as citizen input through a public meeting.

The City advertised a Request for Proposals during August 2013, and received proposals from two local consultant firms. Based on review and scoring of the proposals compared to published selection criteria, Bruce Dees & Associates was selected as the firm best suited to complete the design contract. Bruce Dees has completed dozens of similar spray park and play structure projects and presented a strong understanding of the City's needs and goals of the project.

Summary of Proposal
Staff recommends that Council award the contract for design of the Pioneer Park Recreation Upgrades to Bruce Dees & Associates.
An alternative would be to not award this project as recommended.
