Authorize the acceptance of the FY2013 Edward Byrne Memorial Justice Assistance Grant (JAG) Local Solicitation, in the amount of $12,810.
Background
The Puyallup Police Department is resolute in its commitment to anticipate, train, prepare for, and prevent violent crimes and acts of terrorism. If accepted, the FY 2013 Edward Byrne Memorial Justice Assistance Grant (JAG) will provide for multi-jurisdictional training. The objective is strengthening the "regional response to violence protocol" using cohesive joint first responder and critical incident methodologies.
 
Recognizing that acts of violence or terrorism against the community have the potential to quickly deplete our resources, the Puyallup PD has joined with surrounding agencies to gain strength through shared priorities and leveraged resources. Training is a key component in unifying the first responders during any critical incident. Law enforcement and fire agencies throughout Pierce County have spent the past eight years refining their response to violence protocols. During this time, a common multidiscipline protocol for response to violence was established. Recent training provided insight into the strengths of this program and identified areas for improvement.
 
Limited resources leave our agency seeking alternate funding mechanisms to advance this training program. With Council acceptance of the FY 2013 Edward Byrne Memorial Justice Assistance Grant award, the Puyallup PD will host a regional training event to align exercise objectives with the preparedness doctrine.

This grant application submission was reported to the Council on June 14, 2013. As reported, the Puyallup Police Department would use the grant to focus on critical incident response training with a multi-jurisdictional approach.
Summary of Proposal
The acceptance of the FY 2013 Edward Byrne Memorial JAG Local Solicitation award in the amount of $12,810 will promote critical incident training with the Puyallup Police Department and surrounding agencies. The award will foster a coordinated response as well as strengthen communication and action plans to augment the regional response to critical incidents.
Alternatives/Options

The alternative to accepting the grant award and providing a coordinated multijurisdictional critical incident training to the officers would be to decline the award award and delay the training program until sufficient funds are found within the current budget. If declined, there is a risk that the Puyallup Police Department will be passed over on future grant offerings. Puyallup was one of only four cities in Pierce County to receive a JAG award this year.
