Recommended Action
Approve and accept the work completed by Realm, Inc. to construct the Landfill 'A' Gas Header (pipe) Replacement project.
Landfill ‘A' is located in the northeastern corner of the city near the Riverside Apartments and the Puyallup River. Approximately three acres in size, the landfill operated between 1948 and 1976 and was used for the disposal of municipal solid waste generated by residents of Puyallup, Sumner and Pierce County.
In 1990, the City constructed an underground gas extraction system within Landfill ‘A’ to collect and convey gases to a flare station for combustion. In 1998, the City supplemented the gas extraction system with a positive-pressure trench piping system. This system was designed to maintain a low, positive pressure within the pipe trench in an effort to prevent future gas migration towards the Riverside Apartment Complex.

Due to ongoing decomposition of the landfill debris, the piping system had shifted and settled over time, resulting in low spots that collected condensate which interfered with the proper function of the positive-pressure gas migration system.
This project removed and replaced the improperly aligned sections of the 1998 positive-pressure piping system.
Previous Actions (Discussions/Presentations)
Bids were solicited from all companies listed on Municipal Research and Services Center's (MRSC) small works roster in accordance with the public works laws of Washington state. Two firms submitted bids for the project, with Realm, Inc. determined to be the lowest responsive and responsible bidder.

On June 18, 2013, Council awarded a contract to Realm, Inc. for construction of this project.
Summary of Proposal
All work, materials, and measurements have been in accordance with the provisions of the standard specifications and special provisions for the type of construction involved.  Upon Council approval, a one-year warranty period will commence.
