7.   Adopt a resolution setting a public hearing for November 12, 2013 on the City's proposed vacation of a thirty-foot wide unused right-of-way west of 3rd Street SE and north of the newly extended 39th Avenue SE
 
8.   Approval of an easement across City-owned property to ensure continued access to Willows Shopping Center following the completion of the 39th Avenue SE extension project
 
  8.A. Approve accounts payable, payroll and electronic fund transfers of $4,868,531.07; ratifying and confirming payments as previously authorized by the finance director
