Conduct a public hearing and approve first reading of an ordinance adopting the 2013-2014 Parks, Recreation and Open Space (PROS) Element of the Puyallup Comprehensive Plan. 
Background
Puyallup's Parks, Recreation and Open Space (PROS) Plan is an adopted element of the city's Comprehensive Plan. In order for the city to be eligible for state Parks and Recreation grant money, the PROS Plan must be certified by the State Recreation and Conservation Office (RCO) every six years. Puyallup's PROS Plan was last updated in 2008 and an updated draft is required to be submitted to RCO by March 3, 2014.

City staff started working with the city's Parks, Recreation and Senior Advisory Board ('Advisory Board') early in 2013 to develop an overall strategy for the update process, including a substantial public outreach component. Four public open houses have been held over the past six months regarding the update. An online survey regarding the PROS Plan ran from July, 2013 to January, 2014 which asked questions of the public related to public needs and satisfaction with city park facilities (a summary of the online survey is available on the city website project page). The Plan and its components were reviewed by the Advisory Board from May, 2013 to January, 2014. The Advisory Board finalized the draft PROS Plan update on December 17, 2013 and subsequently held a public hearing on the update on January 13, 2014. The Advisory Board voted unanimously (5-0) to recommend approval of the draft PROS Plan after conducting the duly noticed open record public hearing on January 13, 2014.
Previous Actions (Discussions/Presentations)
The City Council was provided an overview of this update process and key issues at their regular session meeting held January 7, 2014.  The proposed reviewe process involving the Parks, Recreation and Senior Advisory Board, as well as associated public outreach, was outlined above. The City Council last adopted the city's Parks, Recreation and Open Space Plan in May, 2008.
Summary of Proposal
The City Council will consider the adoption of the updated Parks, Recreation and Open Space (PROS) Plan update. The proposal would adopt a new PROS Plan for the next six-year cycle of plan certification from the state Recreation and Conservation Office (RCO). The amended PROS plan contains various changes regarding park, recreation and open space facilities, including updated park/recreation facility needs, plan vision statement, goals, policies and capital projects list. The attached staff report summarizes the various plan amendments and includes required decision criteria, analysis of findings, and plan adoption recommendations.
Alternatives/Options
The Parks, Recreation and Senior Advisory Board has forwarded a formal approval recommendation to the City Council regarding the PROS plan after conducting a duly noticed public hearing on the matter. The City Council, upon conclusion of its own public hearing on February 4, 2014, has the option of accepting, rejecting, or modifying the Advisory Board's recommendation on any item contained within the plan.

The draft PROS plan addresses all City parks and recreation facilities and programs. Consistent with applicable statutes, it includes a conceptual capital improvement project plan. Actual future implementation of any capital improvement projects would require coordination with standard City budgeting priorities and processes.
