Recommended Action
Approve an annual agreement with the Western Washington Fair Association that outlines police and dispatch services, admission tax rate, and business license fees for the 2013 Washington State Fair and 2014 Spring Fair and authorizes the City Manager to execute said agreement substantially in a form as approved by the City Attorney.   
This annual agreement covers three primary areas pertaining to the 2013 Washington State Fair and 2014 Spring Fair: 1) the cost reimbursements for police and dispatch services; 2) establishing the admission tax rate; and 3) setting the annual business license fee.    

In 2011, the Western Washington Fair Association ("Fair") and the City agreed that it would be in the best interests of the Fair and the City for the Puyallup Police Department to oversee all police and private security personnel within the fairgrounds during the fall and spring fairs.  This partnership between the Fair and the City has proven to be very effective in providing enhanced public safety in and around the fairgrounds.  The City's Deputy Police Chief will again lead the law enforcement operations during this year's Washington State Fair and the 2014 Spring Fair coordinating the efforts of multiple law enforcement officers from agencies throughout Pierce County.  Puyallup Police Department Captains and the Police Chief will also assist in command duties at the fairgrounds when the Deputy Chief is not present.  It is estimated that these police command services will cost up to $27,000, which will be paid by the Fair.  In addition, the City's Communications Center will provide dispatch services to all law enforcement personnel assigned to the fairgrounds and the Fair will reimburse the City for these services too.

Consistent with prior agreements, the Fair will pay five-percent (5%) admission tax on all admission tickets to the fairgrounds.  Also, the Fair will pay a $50,000 annual business license fee that will cover all business operations, including vendors within the fairgrounds.

The proposed agreement is consistent with previous agreements entered with the Fair in 2011 and 2012.
Summary of Proposal
Approve an agreement with the Fair that establishes the cost reimbursement for police and dispatch services, and establishes the annual admission tax rate and business license fee pertaining to admission tickets and business activity within the fairgrounds.
