City Council Study Session
Meeting Date: 07/09/2013
Subject:    Discussion of possible need for sports fields
Presenter: Bill McDonald
Department: City Manager's Office

Recommended Action
Discussion of the need for land acquisition to address an increased demand for sports fields
This is an item requested by Council members. It is a discussion item only.

The Parks Master Plan identifies the need for additional sports fields in the greater Puyallup area. This discussion will focus on the potential acquisition of land currently zoned for agricultural use for public recreational uses.

The idea of the city possibly purchasing land near Shaw Road for future use as ball fields/sports complex came up during pre-annexation planning for this area. Some design concepts focused on the property west of the Shaw Road Bridge, but the city could also look at land on the east side of the bridge.

The need for more ball fields, in particular soccer- and football-sized artificial turf fields, has been expressed. Local sports clubs offer the potential for significant funding opportunities for such fields. It is possible that land in this area would be better utilized by these uses than by others, including warehouses.

The Parks Master Plan identifies additional sports fields as a need in the Capital Improvement  Plan.
Previous Actions (Discussions/Presentations)
The Parks and Recreation Board is currently engaged in a discussion which will result in recommendations for the Parks and Recreation CIP. It is expected that sports fields will be a priority. The City Council has not discussed the subject since the last budget process.
Summary of Proposal
This is a discussion item on the need and opportunity to acquire additional  sports fields. Information will be provided on current reserves which are earmarked for parks and recreation uses and other potential sources of revenue for land purchase.

While the discussion will likely include potential opportunities in the vicinity of Shaw Road, this is not a site specific discussion regarding any specific parcel.
