Recommended Action
Approve and accept the work completed by Pivetta Brothers Construction Inc. to construct the 5th Avenue NW Sanitary Sewer Rehabilitation Project.
The sanitary sewer main on 5th Avenue NW between North Meridian and 2nd Street NW was 12-inch clay pipe and cement block manholes. This sanitary sewer system, constructed in 1954, surpassed its expected lifespan and appeared to be deteriorating. Repair was neither practical nor recommended. Owing to the tremendous downside risks of not replacing this main, staff recommended its full replacement.

In June of 2012, a routine video camera inspection showed that a side sewer lateral connected to a home on the south side of 5th Street was disconnected from the sewer main. This disconnection allowed sand into the sewer main, and created a hole underneath the street that could have settled at any time. In terms of public safety alone, this situation warranted an immediate fix.

The scope of work for this project included: abandoning the 455 feet of existing 12” clay sewer pipe, two cement block manholes and ten side sewer laterals, and replacing these with 455 feet of 12” PVC pipe, three concrete manholes and 15 individual side sewer connections. The increase in laterals was due to the removal of non-standard dual services currently along this section and their replacement with single services. Replacing these aging side sewers, likely of the same composition as the clay pipe main line, was a prudent investment for the City.

The in-house design work for this project was completed in September 2012.
