Recommended Action
Adopt a Memorandum of Understanding between the Ciy of Puyallup and South Sound 911. The purpose of the Memorandum is to outline a path for continued collaboration between the City and Sound Sound 911.
The creation of South Sound 911 as a communications entity is moving ahead quickly. Council has been briefed about the Sparling Report which advises SS911 to use Puyallup radio communications infrastructure. The investments which are proposed to meet these upgrade requirements were identified in the 2013 Puyallup budget process as in the area of $3.5 million dollars. SS911 is prepared to make those investments which translate into a direct savings to Puyallup and its user group. SS911 will be making that funding decision on April 24th and would like the Puyallup MOU in place. Their Policy Board would adopt the Puyallup MOU at the same meeting.

Representatives of the SS911 Policy Board and Operating Group have worked with the Executive Director Andrew Neiditz on the draft MOU last presented to the City Council. The version which is attached has the track changes of that group.

Summary of Proposal
The Memorandum of Understanding establishes a collaborative working relationship on technical issues including: 1. The radio system upgrade; 2. Computer aided dispatch, use of Dispatch facilities, and use of a shared server environment. The immediate critical issue is to facilitate the investment in the radio system upgrade which will result in a significant financial benefit to both South Sound 911 and the City of Puyallup.
